The small man in the middle is a carricature of the Danish Prime Minister Zahle, who was a small fat guy. He wanted to give Germany a bigger part of Schleswig, and for that the Germans loved him, but the Danes, especially in Schleswig, hated him. The man holding Zahle back is the Danish king Christian 10, and the grown-up woman is the allegoric "Mother Denmark" welcoming the two girls (the Plebiscite Zones) home to the motherland.
